Information Technology Service Management (ITSM) System RFP - Updated 09/10/2026

CalHFA is soliciting proposals from qualified firms to implement an enterprise Information Technology Service Management (ITSM) solution that will modernize, standardize, and improve the delivery of IT services across the organization. CalHFA’s existing home-grown incident and request tracking system no longer meets operational needs, lacks scalability, and requires extensive manual processes that limit service efficiency and responsiveness

Business Analysis, System Support & Project Coordination RFP

Updated 07/27/2026 - The Agency is continuing its evaluation of all proposals submitted by the published deadline in response to the RFP No. 20260717. Although the vendor selection date was originally scheduled for July 27, 2026, we are exercising our right under the RFP to extend this deadline to allow additional time for thorough review. All vendors who submitted a timely proposal will be notified once a revised selection date has been established. Thank you for your patience and continued participation in this process.

The California Housing Finance Agency (CalHFA or Agency) is soliciting proposals from qualified firms or individuals to provide temporary Business Analyst (BA) and system support services to ensure continuity of operations during an extended staff absence within the Enterprise Risk Management & Special Initiatives Division. Support is required to maintain progress on high‑priority technology initiatives, process‑improvement work, and business‑critical operations dependent on accurate documentation, testing, and stakeholder coordination.

The Agency intends this RFP to assist you in documenting your compliance with the exemption to the Rule in order to allow your entity to provide advice and recommendations to us. This RFP is being posted on the Agency website, constituting a public dissemination of this RFP. The Agency hereby notifies all interested and qualified investment banking firms, brokers, dealers, and financial services entities that it wishes them to provide advice and recommendations in connection with a municipal financial product and/or the issuance of municipal securities (as such terms are defined in the Rule) as described herein.
