Section 811 Rental Assistance
The State of California, through the California Housing Finance Agency, has been awarded $8 million in funding from the U.S. Department of Housing and Urban Development (HUD) under the Section 811 Rental Assistance Program. The funds will support affordable housing paired with critical supportive services representing a higher-level, transformative approach that enhances service delivery for vulnerable Californians.

Background
In a collaborative partnership, the California Housing Finance Agency (CalHFA), California Department of Health Care Services (DHCS), California Department of Developmental Services (DDS), California Department of Housing and Community Development (HCD), and California Tax Credit Allocation Committee (CTCAC) have developed and administered California's Section 811 Project Rental Assistance Program since 2014 (Section 811 PRA). This program provides the State of California, in coordination with the HUD and local stakeholders, the opportunity to proactively implement system changes for Medicaid beneficiaries with disabilities, ages 18-61, who have resided in a long-term health care facility for at least 60 days and desire to return to community living, or are homeless or at risk of institutionalization or homelessness pursuant to the terms of the applicable Notice of Funding availability.
Project sponsors apply for 20-year renewable project-based rental assistance funding. Each project receiving rental assistance funds must have development financing from one of the state's housing agencies. A Rental Assistance Contract will be executed for the project-based subsidy and CalHFA will administer the subsidy. Through the program, it is estimated that over 600 units will be reserved for extremely low-income people with disabilities. Project rental assistance tenants will have access to a full continuum of Medi-Cal funded services.
